System/Information Engineering and Modeling: 
Requirements of all system elements are established and subset of these requirements are allocated to Software. This system view is essential when software must interface with other elements like Hardware, people and other resources System , which is basic and critical for software existence in any entity, should be engineered and put in place Once the ideal system is tuned up, the development team would study the software requirements for the system

Software requirement Analysis:
Software requirement Analysis is also known as Feasibility study During this phase, the team interacts with users among the County staff and investigates the possible automation in the existing and proposed systems Specific recommendations are drawn which include personnel assignments, costs, project schedule and target dates The information domain for the software is well delineated, as well as required function, behavior, performance and interfacing

System analysis and Design: 
In this phase, the software’s overall structure and its nuances are defined. In terms of the client/server technology, the number of tiers needed for the Package Architecture,the database design, the data structure design etc. are all defined in this phase.
Logical System for the products are developed in this phase

Code Generation:
 The design is now translate to machine readable form If the design is done in a detailed manner, complications will be avoided. Depending on the types of applications, the right programming languages like C, C++, Java, J2EE and programming tools like Compilers, Interpreters, Debuggers are chosen

Testing:
Once the coding is completed, the program testing is initiated Different testing tools and methodologies are available to unravel the bugs in the developed software. CTI specializes in Quality Assurance procedures and tools can be tailor made for the specific assignments

Maintenance :
The fully developed software is then implemented at the County site, training the personnel to run the software. Continuous maintenance of the software is done essentially to offer Troubleshooting support as well as accommodate changes
