Introduction: 

For the management of many organizations, the goal of continuously improving their software and systems development processes is a nicety that is often sacrificed for expediency. But far from being an expensive nicety, software process improvement can be the means by which management can transform their organization into a more efficient, profitable and competitive one. 

Process improvement can reduce both the length of time taken to develop software and the number of defects and subsequent rework. This allows for reduced development costs and time-to-market. The developed system is also likely to perform in an improved manner that makes for greater customer satisfaction. A developer with improved processes also increases their ability to manage complex projects. Their development staff experiences higher morale that contributes to higher staff retention rates. 

Capability Maturity Models ®* (CMMs) have been used since 1991 by public and private organizations as a principal means of organizational improvement. Process improvement is seen by these organizations as the means by which they can better achieve their business objectives. 

To further refine the means which organization process improvement might be achieved, in 1998 the Capability Maturity Model Integrated (CMMI) Project was initiated to develop an integrated set of models, training, and assessment methodology to support enterprise-wide process improvement. The CMMI Project is a joint venture between industry, government, and the Software Engineering Institute (SEI).

The Capability Maturity Model Integrated (CMMI) offers you the means to improve your organization’s ability to manage the development, acquisition and maintenance of products and services. As such it has the potential to significantly improve your organization’s efficiency and profitability.
CMMI enables you to assess your organizational maturity and process area capability. It identifies priorities for improvement, and provides guidance on the implementation of these improvements.

Rationale of CMMI

The Software Engineering Institute at Carnegie Mellon University, Pittsburgh, USA has undertaken to integrate a number of capability maturity models that currently exist. Industry participation is being provided by the National Defense Industrial Association's Systems Engineering Committee. 
The CMMI project addresses two problems associated with the proliferation of capability maturity models. There is considerable overlap between models, but this overlap is often not consistent. For example most address planning, configuration management, and other basic areas, and they are not consistent in doing so. 

The second problem is that the structure and vocabularies of the models are incompatible. For example basic nomenclature for the same thing differs as in Key Process Areas, Process Areas, Key Focus Areas, and Focus Areas. The CMMI project will integrate the software, systems engineering, and IPD capability maturity models, producing a CMMI Framework database of items such as technical content, rules, training material, and assessment methods. The framework can then be used to improve the way organizations engineer software and systems.
